The La Jolla Children’s Pool was created by the construction of a seawall in 1931. It was intended as a place for young children and families to come and have a protected beach from which to enjoy the ocean. As Harbor Seal numbers increased in the early nineties the seals began to relocate from their traditional haul out area north of Children’s called Seal Rocks to the sandy protected beach of Children’s Pool. They eventually established a resident breading colony which has been the source of much controversy every since. Local residents, beachgoers and divers want access to the beach. Various environmental groups such as a local group called Friends Of The Seals want absolute protection for the seals. After years of town hall meetings, protests and city, state and federal involvement the debate continues on.
